On February 27, 2025, Ms. Pennapa Kanchana, OAP Deputy Secretary General, co-chaired the opening ceremony of the Table-Top Exercise on the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT). Thailand co-hosted this event with the United Nations Office on Drugs and Crime (UNODC) at the Swissotel Bangkok.
As Thailand’s national regulatory body for nuclear and radiation safety, security, and safeguards, OAP plays a crucial role in ensuring that the country complies with its international obligations under the ICSANT. Following the enactment of the Peaceful Uses of Nuclear Energy Act B.E. 2559 (2016), Thailand officially joined ICSANT, marking a significant step forward in the country’s commitment to strengthening global nuclear security. Membership in this convention has provided Thailand with the necessary mechanisms to effectively prevent and respond to acts of nuclear terrorism in accordance with international standards. Thailand became the 116th State Party to ICSANT, with the convention entering into force for the country on June 1, 2019.
he convention aims to establish international measures and practices for governing, preventing, and suppressing acts of nuclear terrorism. It covers offenses involving harm to life, physical integrity, and property through the use of radioactive or nuclear materials, as well as acts of sabotage against nuclear power plants, nuclear reactors, and facilities or vehicles containing radioactive or nuclear materials.
OAP is committed to enhancing the country’s capacity in nuclear security governance, academic expertise, and competency development aligned with international standards. Its efforts extend beyond policy formulation to comprehensive and practical implementation. Recognizing the significant impact of nuclear threats and the potential consequences of nuclear terrorism, OAP continuously strengthens national capabilities through relevant programs, in collaboration with international organizations and partner countries. These efforts cover a range of nuclear security topics, including radiation detection, nuclear and radiological emergency preparedness and response, nuclear forensics, and coordination with law enforcement agencies to address potential nuclear threats.
